This question can be broken down into the following categories:

Literacy
Since our main audience is illiterate, literacy is an obvious issue in our project. We will need to communicate with illiterate people both as a goal of our project, and to evaluate its effectiveness.

Questions in this category include:

• What literacy programs exist in Australia?
• How can we get in touch with them?

Installation
We should study the process that we are trying to depict to understand for ourselves what the procedure is.

• What are common installation problems?
• Where in the typical Australian home should a smoke detector be placed?

Icons
Our manual must not be dependent upon written language; therefore, we will be employing icons, pictographs, and other visual representations.

• What pictures will or won't be understood specifically in Australia?

Evaluation
Once we have a design, we will need to evaluate its effectiveness. Evaluators could be our target audience (the illiterate) or other people in the field (psychologists, etc).

• What methods of evaluation should we employ?
• What people could we use to form a focus group?

We will need to involve a variety of people in our studies, such as illiterate people, firemen, building inspectors, teachers. We will obtain information from these people through interviews and with focus groups composed of these and other professions.
